Overview
Raul Weychardt provides a detailed account of his career as Noosa Shire Planner and his central role in shaping Noosa’s planning identity from 1985 onward. Born in 1954, Weychardt followed his father into town planning and joined the Noosa Council after early roles in state government and regional councils. Arriving during a period of shifting attitudes toward development, he became a key figure in reinforcing Noosa’s emerging environmentally driven planning philosophy.
Weychardt discusses several major planning battles, including the controversial Sheraton site, the proposed Club Med resort, and the enormous Noosa North Shore development proposal, all of which tested the council’s commitment to sustainable planning. He describes successful efforts to halt inappropriate development, often through complex and costly court processes, and highlights the introduction of Noosa’s environment levy, which enabled the council to purchase and protect large tracts of sensitive land.
A major achievement was the 1997 strategic plan, which introduced a population cap concept and firmly established the long term development boundaries that continue to guide Noosa today.
