Libraries have existed for thousands of years and in the twenty-first century, it's common to expect all communities to have a public library. Yet, the phenomenon of public libraries operated by local councils is a relatively modern one. Noosa Shire's first public library service was not established until 1973 - it was far from the first in Queensland but nor was it the last.

It was not established proactively by Noosa Council but in response to significant lobbying and fundraising by a community committee. It was essentially created by the community, for the community and for five decades it has evolved its offerings to meet the needs of the Noosa community.
