Noosa Council Lunchbox Forum - Bruce Davidson

In this presentation delivered at a Noosa Council Lunchbox Forum on 14 June 2018, former Noosa Council CEO Bruce Davidson reflects on his 20 years leading the organisation and the factors that shaped Noosa’s distinctive character and reputation. Davidson recounts how Noosa evolved from a rapidly growing coastal community in the late 1980s into one of Australia’s most respected local government areas, guided by a commitment to environmental protection, sustainable growth, quality development, and a strong “locals first” philosophy. 

Davidson discusses the council’s efforts to manage rapid population growth while preserving the natural environment and village atmosphere that define Noosa. He outlines key initiatives including the protection of environmentally significant land, the introduction of conservation and tourism levies, investment in community facilities and services, and the implementation of planning controls designed to limit overdevelopment. He highlights the council’s willingness to defend its vision through legal challenges and difficult decisions, prioritising long-term community and environmental outcomes over short-term economic gain. 

A central theme of the presentation is the importance of balancing tourism, development, and community wellbeing. Davidson explains how council policies sought to maintain Noosa’s unique identity by avoiding many of the features associated with larger urban centres, instead fostering a high-quality built environment integrated with the natural landscape.
