Overview
Noel Playford was Noosa Shire Councillor for Division 5 from 1982-1985, Noosa Shire Chairman from 1988-1997, and Noosa Shire Councillor for Division 3 from 1997 to 2004. He was subsequently elected as Mayor of the re-established Noosa Shire Council in 2014, following de-amalgamation from Sunshine Coast Council, and served until 2016.
In this oral history interview, Noel Playford reflects on his life journey from childhood in rural Kin Kin to his influential leadership of Noosa Shire across several decades. Born in 1943, he grew up on a small dairy and bean farm, attending local one teacher schools before completing senior schooling in Pomona. A government scholarship enabled him to train as a teacher, leading to a career in both primary and secondary education across regional Queensland. Although he enjoyed teaching, increasing bureaucracy prompted him to pursue other ventures, including running a turf farm, operating Noosa River cruises, and flying charter aircraft.
Playford entered local government in the early 1980s amid growing concern about unregulated development threatening Noosa’s environment and lifestyle. Elected as part of a reform driven Residents Team, he helped establish Noosa’s first comprehensive planning controls, embedding low rise development, environmental preservation, and long term strategic planning. As mayor, he championed key initiatives such as removing high rise development rights, restoring public access to Noosa Woods, protecting bushland and river environments, and ensuring developers fully funded required infrastructure.
Throughout the interview, Playford emphasises collaboration—particularly with fellow councillor Michael Gloster—as central to shaping Noosa’s identity. He reflects with pride on Noosa’s strong financial position, balanced local economy, and enduring community support for protecting its natural and built environments.
